Walter John Roussan III, 44, of Yuba City, was arrested at 2:24 p.m. Oct. 20 by Williams police on Highway 20 at Virginia Way, on suspicion of driving while under the influence. He was booked into the Colusa County Jail. Bail was set at $1,673.
