Colusa appoints public works director

Colusa officials approved a new job and a new public works director to fill the vacancy left by the retirement of Patty Hickel — and save the city money at the same time.

Dale Klever, the city's wastewater plant manager, has been appointed Public Works and Utility Services Director — a new combination job that assumes the responsibility for the technical and administrative work involving public works functions, while maintaining operation of the wastewater treatment plant.

The combined work is not unusual for small cities, according to Jan McClintock, city manager, and is cost effective.

Klever has been involved in sewer operations for nearly 30 years, and has previously worked for the cities of Marsyville and Yuba City.

He was hired to operate the Colusa wastewater plant in July 2008 when it was upgraded from a pond system to a tertiary plant, requiring a Grade 3 certified operator.

At the time, Klever was the public works supervisor for Live Oak. He was brought to Colusa by then Colusa City Manager Rob Hickey.

"Colusa is a really friendly place," Klever said. "I love the crew, and I enjoy the job. It is my first new plant."

Klever lives in Sutter with his wife, Jeannie, an entrepreneur. He has three grown children, two of whom are still in college.

Klever said he expects the new combination job to be a challenge. His duties will include providing supervision and training to department staff, developing and monitoring department's budget, developing plans for long-range maintenance and upkeep of city facilities, coordinating capital improvement projects and preparing reports, among others, while operating the sewer plant.

Klever was given the option of returning to his previous position after two months if he or the city chooses.

"We have to see from both ends if this works out with one person doing the job," Klever said. "If not, the city will still need a Grade 3 operator or they would have to contract the job out."

In order for the city to form the combination job, some of the duties of the previous public works director was split between the street and recreation supervisors, Klever said.

Klever was appointed to the new post on Nov. 3. The salary range for the position is $65,000 to $83,000 a year.

Colusa needs to do what Williams did back in the late 60's or early 70's. Remove all of the culverts, and install dips. They are free flowing and prevent flooding. It will also slow down traffic and make the streets safer for everyone. Think about it.

I agree with you. I read the comments, and did not seeing anything wrong with them. Just citizens talking. That is the whole point of this. I guess it is time to call the editor, or the IT manager, and have them all brought back. This is changing soon. A new system that does not allow this to happen without the papers concurence. I can't wait!

Other peoples comments are being deleted again. Why? I guess the truth hurts. I read these articles everyday, and can see it. I hope his new guy can find a way to keep his head above water. I have no dought that he is going to be the scape goat for the problems with the new water and sewage rate issues. As for the corrupt cop, are you kidding me? Not in Colusa County! Just because he is a nice guy means nothing. It tends to make me think, if he ws corrupt before, and now he is ina public position of authority, how can I trust he is working in my best interests?

Lets pick another out of town person for a key position. In these economic times we need to keep our cards close to the chest and we certainly could have hired any one of the morons that already work for the city to take the job the other unqualified moron who just retired had. As for the car salesmen, he is a nice guy, and he was doing illegal things way back when he was a cop. So what else is new?

Who in this economy can retire at 56. Patty knew how to run a lawnmower but that was about it. I'm glad she is gone but look at the mess she made that will cost us our grocery money each month. She should be forced to give back all her retirement that she has built up from us paying her.

How many people in this town actually know the true background of the person's on the city council? Patty Hickel was not at fault, because of the new water and sewage increases. She was expendable. Why do you think she really decided it was time to "Get Out Of Dodge"? Personally, I know about some of the backgrounds. One used to be a used car salesperson, and was doing illegal activities. Today, to be politically correct, we must not seperate men from women. It is a matter of record, and can't be hidden. Now I see a new person, being place into another position, that he was not originally hired to do. Because if he does not do it, he is not in good standing with the council. Think about it. Have any of us read anything really relevant to the issue about the water and sewage issue, from the city senior council members that should be really held responsible? I don't see it. What is your opinion as a citizen taxpayer?

I think Patty Hickel saw that she was not really qualified to do the new job she was placed in. Seeing there has been so much community backlash related to the new water and sewage rate problems. She had a degree in a different field. Patty worked in that area, and for the citizens and the city, for a very long time. Trying to do what was right. If you look at the timeline, from the time she was put into the new position, and then deciding to use her many days of backlogged vacation time. You might see it too. Thank you Patty, you tried. But when your superior's forced you into a position, you are forced to say ok. And then find ways to protect yourself. I can see it. I wish you good luck.

In the article, it says that the job requirements of the original job were split up. As stated, "some of the duties of the previous public works director was split between the street and recreation supervisors". My questions. So now who is actualy trying to find a way for the citizens to pay a true cost for sewage use? And not only based on water usage. The state has already said, as reported in a Nov 6, 2009 article, Colusa Residents Shocked Over New Water Rate. "The city had already been told by the State Water Resources Control Board, in a letter dated Sept. 21, that the new rate structure "did not provide fair and equitable rates for all residential user of the sewer system.". I hope this person is reading these things, and learning. I think he is simple being used as a scapegoat.

Yes, about time. THe council put he intothe position to hide the fact that they did not know what they are doing. Now they have this new guy, and dangled a worm for him. You know, fishing. Nothing has changed. The new water and service rates are still not correct. At least he is smart. He still has a back door to go back to his old job. Good for him! I am sure he will need it.

About time. A person that really does have the knowledge required of the job title. I still do not understand how Patti Hickel ever got the job. Her background had nothing to do with the job requirements. A good thing she is finally leaving.
