Williams sewer rates skyrocket
Williams residents are facing an increase in sewer costs that some say will cause local businesses to shut their doors.
The Williams City Council voted 4-1 in favor of a new rate structure for water and sewer that will double in five years for single-family residents and more than triple for most commercial businesses.
About 50 outraged residents and business owners packed the fire hall Wednesday evening to protest the increase.
“The long-term goal of Williams is not to shut it down,” said Vernette Marsh. “There are businesses in town that are tottering on existence right now, and I know several that will go out of business because if this.”
According to a cost of service, prepared by Foresight Consulting, rates for single family home will increase each year from 36.39 per month to $74.27 by 2012 for sewer and from $11.75 per month to $16.67 per month for water.
Sewer rates for most commercial business will increase from $209.12 per month to $940.83 by 2012 and $141.09 per month to $188.72 by 2010 for water.
Consumption rates for water will increase from 99 cents to $1.46 per hundred cubic feet over the minimum consumption of 5 hcf.
According to Williams City Manager Jim Manning, the largest increase in the rates is due to the requirement to construct a new $20 million wastewater treatment plant. The city is also required to add three new manganese filters to is The Central Valley Regional Water Quality Board issued the requirements eight years ago based on federal mandates for clean water.
The board issued a compliance order that required Williams to have the funding for the treatment plant by last February, and the city is racking up hefty fines for violating the order.
“I’ve had many sleepless night over this” said Williams Mayor Patricia Ash. “Nobody wants to pay these kinds of rates, but we need to do something. They (the state) have called us on the carpet and they will squash us like a bug.”
According to Williams residents, this is the second time the city proposed a rate increase due to the need to build a sewer treatment plant.
In 2002, the city council held several public hearings in which it presented a sewer rate study for rates needed to build a then estimated $6 to $9 million plant to meet wastewater mandates.
“What happened to that money?” asked Anil Patel.
Following the meeting, Williams residents said they would ask the Colusa County Grand Jury to investigate why the process was not completed.
According to Manning, the rate increase in 2002 paid for general operation and maintenance of the plant.

| Status, Can you stick to the issue. It's not a grammar or spelling test or anything else you popped off with to cause fights. The issue is the water rates rising in a town that can't afford it and at time of economic uncertainty. I don't care if someone hit the wrong key. The issue is what we want to hear, not that you got an A in English class. So please back to topic. If you charge the water bill by income you would see how unfair this raise is. Grandzilla would be hurt equally as hard as Mom and Pop's stores and the well off city council would feel the crunch as the parents working 2 or 3 jobs struggling to survive, or the elderly. Williams maybe forcing people out and causing an end to its on demise. And why didn't City fix this problem 10 years ago? |

| Did I strike a chord? Does it matter where you're from? Are my assumptions the real problem here? I grow tired of seeing children having their futures destroyed because their parents don't know how to raise them. I cite education as a root cause because it is. Get off the defense, all of you, and realize the bigger picture. My job is very secure, and I've never smoked so nice try, well not really. Perhaps you should put that energy back into the community in the form of volunteering. Maybe serve your County a little. |

| I simply made an observation based on the responses made on this website.
As far as the gangs go, you're correct, the county has a gang problem. But, if you're trying to argue that Williams does not, then you're just as bad as the actual problem. But of course, graffiti is THE major problem in the county. Not children stabbing each other with pens. You're right, as a matter of fact, I bet you could twist even these words to fit your confused view of Williams. Back to my original point, education is key here. Obviously if you believe even a word of what you're saying you're more uneducated than I first observed. But, alas, ignorance IS bliss, isn't it? |

| well said status about making assumptions, just like when you made the assumption that 99 percent of williams residents cant communicate past 1st grade level. You also said that so many of our kids are in gangs. You must be stuck in your own little world if you believe that all the gangs are in williams. Drive around the entire county and look at all the gang graffiti. But since were talking about williams, we must be unemployed, uneducated, and ridden with gangs. That is so far from the truth, but go ahead and make assumptions if that makes you sleep better at night. |

| The top item on my list would be a center for Adult Education. I'm not judging anyone, but simply stating an observation. 99 percent of you can't communicate past a 1st grade level. No wonder so many of your kids are in gangs. It's the only thing they can do to make money since most employers above a "Burger King" level require SOME ability to read and write. Granted, I rely on spell check as well, BUT, at least I use it. |

| The new development was the only thing going for Williams and it is a for closure ghost town. The rest the town is decrepit, nasty and rundown. It has nothing to offer but olives and pizza. this county needs to attracted some major business, prison anything to save it or in 5 years all Wiliams wil be a ghost town too. |

| both cities and all the towns are armpits, thats why theres no business, no jobs, and lots of crime. don't fool yourselves, williams is just as bad as colusa, arbuckle, maxwell, grimes, princeton, ladoga, stonyford, leesville. |
